City’s Answer to Sewage Problems: Bolt Down the Manholes
The city’s policy to bolt or cement down manholes in an effort to prevent sewage spills is raising red flags with many, including Doyle Champlain, a 24-year veteran as sewer supervisor. He has since been moved to utility superintendent, a newly-created position within the city. He had been moved to that position since he testified in federal court that the city covered up a big sewage spill. More in today’s Sacramento Bee.
